Named for Lieutenant Harry L L Pennell, R N commander of the "Terra Nova", the expedition ship for the BAE, 1910-13, who engaged in extensive oceanographic work in the Ross Sea during this period. In February 1911 he sailed along this coast in an endeavour to land the Northern Party led by Campbell. Pennell named Oates Land and Wilson Hills and other features on the coast.
